Edmonton First City in Canada to Consolidate Municipal Bylaws for Public Safety and Inclusion

Edmonton is set to become the first city in Canada to consolidate its municipal bylaws aimed at improving inclusion and public safety, following extensive feedback from residents. The city of Edmonton will present a revised draft of its Public Spaces Bylaw to the Community and Public Services Committee on Feb. 10.
The proposed bylaw is designed to clarify acceptable behaviour in public spaces and will replace several existing regulations, including the Conduct of Transit Passengers Bylaw, the Parkland Bylaw, and the Public Places Bylaw, along with provisions from other bylaws governing public space usage.
“The draft bylaw we are recommending seeks to balance public space concerns shared by Edmontonians while recognizing the impact that regulations could have on vulnerable people using those spaces,” said Michelle Plouffe, chief people officer and city solicitor.
The revisions come after a thorough review conducted by city officials, which included input from a team of equity professionals who evaluated the bylaw’s impact on equity-deserving individuals. The City’s Climate and Environmental Resilience team reviewed the draft’s climate.
Additionally, with the amendments directed by the council, the administration has made several changes to the first draft of the bylaw. These changes include the permit requirement for gatherings of more than 100 people, enabling the city to serve larger events and ensure public safety while protecting freedom of expression. The bylaws also propose enforcement alternatives for certain offences, such as verbal directions or small fines, while suggesting small fines instead of harsher punishments for minor infractions that primarily affect vulnerable individuals.
The bylaw review was initiated in 2022 and driven by public input emphasizing the significance of safety and inclusivity in communal spaces. The city of Edmonton’s initiative is to create a safer atmosphere and more inclusivity for all residents through these consolidated regulations.
